No. 61/2011 - Activation of peak load capacity for Elspot in Finland and Sweden during winter 2011/2012

Fingrid, Svenska Kraftnät and Nord Pool Spot have together with the concerned regulators agreed on procedures for activation of peak load capacity in Sweden* and Finland for the day-ahead market, Elspot, during the winter 2011/2012. The procedures are based on Nordic TSOs' guidelines for implementation of transitional peak load arrangements, and include the following:

  • Peak load capacity should be made available to the market through Elspot.
  • Peak load capacity should only be submitted to the Elspot market in a curtailment situation in Sweden and/or Finland.

Peak load capacity pricing for Finland and Sweden will be based on the highest commercial order in Elspot in Finland and Sweden. If there is unused peak load capacity after the Elspot market is closed, this will be transferred to the balancing power market if 1) capacity is activated first in Elspot,  2) activated power plant has unused production capacity left, or 3) normal balancing market rules apply (might restrict the amount of capacity, must be capable of activation within 15 minutes).

Defined winter periods in Finland and Sweden: 
Finland: 1 December 2011 to 28 February 2012                                         
Sweden: 16 November 2011 to 15 March 2012

Nordic TSOs' Guidelines for implementation of transitional peak load arrangements.

A maximum of 1,964 MW peak load capacity have been acquired. Of this, 600 MW is acquired in Finland and 1,364 MW in Sweden. The capacities are harmonised with Finnish and Swedish  laws.

The peak load capacities in Sweden and Finland will be submitted as hourly orders in Elspot only if there is a curtailment situation in Sweden and/or Finland. All ordinary steps in the price calculation will have to be carried out before peak load capacity is included. 

In a curtailment situation, the peak load capacity will be submitted in the Elspot market areas SE3, SE4 and Finland through a normal price calculation process. Should this not be sufficient Nord Pool Spot will ask the affected TSOs if there is more cross-border transmission capacity available for Elspot. (Nord Pool Spot rulebook Appendix 1 item 4.3.1)

The peak load capacity can be submitted in Elspot during the winter 2011/12, and was approved by the Norwegian Water Resources and Energy Directorate (NVE) on 4 November 2011. There will be no changes to the Nord Pool Spot rulebook.

* For Sweden this applies for the part of the procured volumes of the peak load capacity that correspond to generation capacity.
