Over the last ten years the frequency deviations within the operational hour have become larger. Today it is not only the changes in consumption that needs to be balanced, but also the increasing changes in exchange as well as the changes in wind power production.
To abate the ever more challenging balancing task, the Nordic TSOs have agreed to develop the requirements for quarterly production plans. In Sweden and Finland a requirement will be introduced from 2013 for production to ramp up between the production levels of two consecutive hours starting 15 minutes before the hour shift until 15 minutes after the hour shift. This requirement will apply for balance responsible parties (BRPs) with changes in production levels larger than 100 MWh.
Norway and Denmark will continue with their current regimes for quarterly and 5 minute plans respectively. Although it is a general goal for the TSOs to harmonize conditions for the Nordic balance responsible parties, this solution has been chosen because it suits the task of balancing the Nordic system as a whole and also comply with the received feedback from the BRPs.
