Agreement on the Principles of calculation and allocation of the cross-border capacity within the Baltic States and with 3rd countries among the TSOs, AS Augstprieguma tikls (AST), Elering AS and Litgrid AB, will no longer be valid from 1 January 2014.
The Lithuanian, Latvian and Estonian TSOs are negotiating to reach a set of common rules on cross-border capacity calculation and allocation. This is to ensure the most efficient use of the available infrastructure in the electricity market, especially in the summer period when the technical capacities to import electricity to Lithuania and Latvia are restricted due to grid maintenance.
Until a set of common rules between the Lithuanian, Latvian and Estonian TSOs are reached, the Lithuanian TSO, Litgrid, will from 1 January 2014 implement new rules on Lithuanian cross-border capacity calculation and allocation. The new rules are based on the same key principles as the former agreement and will ensure availability of capacity from Belarus to Lithuania year–round depending on the available emergency reserve in Lithuanian power system.
